Her career spans more than two decades across federal government, local government, and private-sector institutional environments. She has directed large-scale operational, engineering, and organizational transformation initiatives — including multimillion-dollar capital and operational programs where authority, accountability, and execution discipline determined whether institutions stabilized or fractured under pressure.
She is a certified Lean Six Sigma Black Belt and holds graduate and undergraduate degrees in construction engineering. Her background is unusual for advisory work: it is systems-level, quantitative, and forged inside complex bureaucratic and politically sensitive environments where the cost of misdiagnosis is high.
That background is the foundation of how she advises. She does not isolate symptoms. She examines how authority, governance, leadership behavior, and operating coherence interact across the whole institution — and she names what she finds with precision and respect.
Alicia operates from Puerto Rico and serves institutions across the island and the mainland United States.
